Article 1 For purposes of doing a good job in AIDS prevention and control at frontier ports, and ensuring human health and public health at ports, these Measures are formulated according to the Frontier Health and Quarantine Law of the People's Republic of China and its Implementation Rules, the Regulation on the Prevention and Treatment of HIV/AIDS, and other laws and regulations.
　第一条　为了做好国境口岸艾滋病的预防、控制工作，保障人体健康和口岸公共卫生，依据《中华人民共和国国境卫生检疫法》及其实施细则和《艾滋病防治条例》等法律法规的规定，制定本办法。

Article 2 These Measures shall be applicable to the quarantine, monitoring, reports of epidemic situation, control, and publicity as well as education of AIDS at ports, etc.
　第二条　本办法适用于口岸艾滋病的检疫、监测、疫情报告及控制、宣传教育等工作。

Article 3 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) shall take charge of AIDS prevention and control at ports throughout the country, be responsible for formulating overall plans for AIDS prevention and control at ports, and carrying out organization, coordination and administration of the work of AIDS prevention and control at ports throughout the country.
　第三条　国家质量监督检验检疫总局（以下简称国家质检总局）主管全国口岸艾滋病预防控制工作，负责制定口岸艾滋病预防控制总体规划，对全国口岸艾滋病预防控制工作进行组织、协调和管理。
