Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Strengthening the Building of a Highly Skilled Workforce for the New Era, and issued a notice, requiring all regions and authorities to conscientiously comply with and implement them in light of their actual conditions.

《关于加强新时代高技能人才队伍建设的意见》全文如下。

Skilled talents are an important force supporting Made in China and Created in China. Strengthening the building of a highly skilled workforce not less than the level of senior worker is of great significance for consolidating and enhancing the progressiveness of the proletariat, improving China's core competitiveness and capabilities of scientific and technological innovation, alleviating structural employment problems, and promoting high-quality development. For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council and strengthening the building of a highly skilled workforce for the new era, the following opinions are hereby offered.
技能人才是支撑中国制造、中国创造的重要力量。加强高级工以上的高技能人才队伍建设，对巩固和发展工人阶级先进性，增强国家核心竞争力和科技创新能力，缓解就业结构性矛盾，推动高质量发展具有重要意义。为贯彻落实党中央、国务院决策部署，加强新时代高技能人才队伍建设，现提出如下意见。
