Announcement on Matters Concerning Revising the Measures for the Supervision of Market Procurement Trade and the Modes of Supervision Thereof
关于修订市场采购贸易监管办法及其监管方式有关事宜的公告

For the purposes of promoting the sound and stable development of market procurement trade and regulating the administration of market procurement trade, in accordance with the Customs Law of the People's Republic of China, the Law of the People's Republic of China on Import and Export Commodity Inspection, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine, the Food Safety Law of the People's Republic of China and other relevant laws and administrative regulations, the matters concerning the customs supervision over export commodities to which the market procurement trade mode applies are hereby announced as follows:
为促进市场采购贸易的健康稳定发展，规范对市场采购贸易的管理，根据《中华人民共和国海关法》《中华人民共和国进出口商品检验法》《中华人民共和国进出境动植物检疫法》《中华人民共和国食品安全法》以及其他有关法律、行政法规，现就市场采购贸易方式出口商品海关监管有关事宜公告如下：

I. “Market procurement trade mode” means a mode of trade under which a qualified dealer undergoes the customs clearance formalities for the export of the commodities procured within a determined market gathering area.
　　一、市场采购贸易方式，是指在经认定的市场集聚区采购商品，由符合条件的经营者办理出口通关手续的贸易方式。

The maximum value of goods on a single customs declaration form under the market procurement trade mode is USD150,000.
市场采购贸易方式单票报关单的货值最高限额为15万美元。

The market procurement trade mode shall not apply to the following export commodities:
以下出口商品不适用市场采购贸易方式：

(2) Commodities that are not confirmed by the determination system for commodities procured from the market.
（二）未经市场采购商品认定体系确认的商品；

(3) Other commodities to which the market procurement trade mode does not apply as determined by the department of trade control.
（三）贸易管制主管部门确定的其他不适用市场采购贸易方式的商品。
