• The Regulations on Educational Supervision, as adopted at the 215th executive meeting of the State Council on August 29, 2012, is hereby issued and shall come into force as of October 1, 2012.
• 《教育督导条例》已经2012年8月29日国务院第215次常务会议通过，现予公布，自2012年10月1日起施行。

• Chapter I General Provisions

• 第一章　总则

• Article 1 In order to ensure the implementation of educational laws, regulations, rules and national education guidelines and policies, implement quality-oriented education, improve the quality of education, promote equity in education and promote the scientific development of educational cause, these Regulations are hereby formulated.
• 　　第一条　为了保证教育法律、法规、规章和国家教育方针、政策的贯彻执行，实施素质教育，提高教育质量，促进教育公平，推动教育事业科学发展，制定本条例。

• Article 2 These Regulations shall apply to the educational supervision implemented over all kinds of education at all levels within the range as prescribed by laws and regulations.
• 　　第二条　对法律、法规规定范围的各级各类教育实施教育督导，适用本条例。

• Educational supervision includes the following:
• 教育督导包括以下内容：

• (1) the supervision by the people's government at or above the county level over the implementation of educational laws, regulations, rules and national education guidelines and policies of the people's government at a lower level; and
• （一）县级以上人民政府对下级人民政府落实教育法律、法规、规章和国家教育方针、政策的督导；

• (2) the supervision by the people's government at or above the county level over the education and teaching in schools and other educational institutions (hereinafter collectively referred to as the “Schools”) within its administrative area.
• （二）县级以上地方人民政府对本行政区域内的学校和其他教育机构（以下统称学校）教育教学工作的督导。

• Article 3 The following principles shall be observed in the implementation of educational supervision:
• 　　第三条　实施教育督导应当坚持以下原则：

• (1) focusing on the improvement of the quality of education and teaching;
• （一）以提高教育教学质量为中心；

• (2) following the law of education;
• （二）遵循教育规律；
