- The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council:
- 各省、自治区、直辖市人民政府，国务院各部委、各直属机构：
- For purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council, further enhancing the financing efficiency of guarantee over chattels and rights, optimizing the business environment, and promoting better financial services for the real economy, we hereby make the following decision:
- 为贯彻落实党中央、国务院决策部署，进一步提高动产和权利担保融资效率，优化营商环境，促进金融更好服务实体经济，现作出如下决定：
- 1. From January 1, 2021, the unified registration of guarantee over chattels and rights shall be implemented nationwide.
- 一、自2021年1月1日起，在全国范围内实施动产和权利担保统一登记。
- 2. The types of guarantee that are incorporated into the scope of unified registration of guarantee over chattels and rights include:
- 二、纳入动产和权利担保统一登记范围的担保类型包括：
- (1) the mortgage of production equipment, raw materials, semi-finished products, and products;
- （一）生产设备、原材料、半成品、产品抵押；
