Upon deliberation at the 15th session of the Standing Committee of the Thirteenth National People's Congress, the Export Control Bill of the People's Republic of China is hereby published on www.npc.gov.cn, and the public may directly log onto the website to post their comments or submit by mail their comments to the Legislative Affairs Commission under the Standing Committee of the National People's Congress (at 1 Qianmen West Avenue, Xicheng District, Beijing Municipality, postal code: 100805. Please indicate "Request for Public Comments on the Export Control Bill" on the envelope). Comments may be submitted until January 26, 2020.
第十三届全国人大常委会第十五次会议对《中华人民共和国出口管制法（草案）》进行了审议。现将《中华人民共和国出口管制法（草案）》在中国人大网公布，社会公众可以直接登录中国人大网（www.npc.gov.cn）提出意见，也可以将意见寄送全国人大常委会法制工作委员会（北京市西城区前门西大街1号，邮编：100805。信封上请注明出口管制法草案征求意见）。征求意见截止日期：2020年1月26日。

Article 1 This Law is enacted for the purposes of performing nonproliferation and other international obligations, defending national security and interest, and strengthening export controls.
　　第一条　为了履行防扩散等国际义务，维护国家安全和利益，加强出口管制，制定本法。

Article 2 This Law applies to the control which the state exercises on the export of dual-use items, military products, nuclear products, and other goods, technologies, services, and items related to performing international obligations and defending national security (hereinafter collectively referred to as the "controlled items").
　　第二条　国家对两用物项、军品、核以及其他与履行国际义务和维护国家安全相关的货物、技术、服务等物项（以下统称管制物项）的出口管制，适用本法。

For the purposes of this Law, "export control" means the prohibitive or restrictive measures imposed by the state on the movement of controlled items from the territory of the People's Republic of China to overseas and the provision of controlled items by a citizen, legal person, or any other organization of the People's Republic of China to a natural person, legal person, or any other organization of a foreign country.
本法所称出口管制，是指国家对从中华人民共和国境内向境外转移管制物项，以及中华人民共和国公民、法人和其他组织向外国自然人、法人和其他组织提供管制物项，采取禁止或者限制性措施。
