(Adopted at the 1691st Session of the Judicial Committee of the Supreme People's Court on August 29, 2016, and amended in accordance with the Decision of the Supreme People's Court to Amend Eighteen Enforcement Type Judicial Interpretations including the Provisions of the Supreme People's Court on Several Issues Concerning People's Courts' Impoundment of Goods Transported by Railway as adopted at the 1,823rd Session of the Judicial Committee of the Supreme People's Court on December 23, 2020)
（2016年8月29日最高人民法院审判委员会第1691次会议通过，根据2020年12月23日最高人民法院审判委员会第1823次会议通过的《最高人民法院关于修改〈最高人民法院关于人民法院扣押铁路运输货物若干问题的规定〉等十八件执行类司法解释的决定》修正）

For the purpose of correctly handling the issues concerning the modification and addition of parties in civil enforcement and protecting the lawful rights and interests of parties and interested parties, these Provisions are developed, in accordance with the provisions of the Civil Procedure Law of the People's Republic of China and other laws, and in combination with the enforcement practice.
为正确处理民事执行中变更、追加当事人问题，维护当事人、利害关系人的合法权益，根据《中华人民共和国民事诉讼法》等法律规定，结合执行实践，制定本规定。

Article 1 During the process of enforcement, the enforcement applicant or his or her heir or successor to its rights may apply to the people's court for modifying and adding parties. An application meeting the lawful conditions shall be supported by the people's court.
　　第一条　执行过程中，申请执行人或其继承人、权利承受人可以向人民法院申请变更、追加当事人。申请符合法定条件的，人民法院应予支持。
