国务院办公厅关于加强农业种质资源保护与利用的意见

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; and all ministries and commissions of the State Council and all institutions directly under the State Council:
各省、自治区、直辖市人民政府，国务院各部委、各直属机构：

Agricultural germplasm resources are strategic resources protecting national food security and the supply of major farm goods, and constitute a substantial foundation for the original innovation of agricultural technologies and the development of the modern seed industry. In recent years, China has made impressive achievements in the conservation and utilization of agricultural germplasm resources, but several problems still exist such as growing risks of resource loss, uncertainty of entities responsible for conservation, inadequate development and utilization of resources. For the purpose of strengthening the conservation and utilization of agricultural germplasm resources, with the consent of the State Council, the Opinions are hereby offered as follows:
农业种质资源是保障国家粮食安全与重要农产品供给的战略性资源，是农业科技原始创新与现代种业发展的物质基础。近年来，我国农业种质资源保护与利用工作取得积极成效，但仍存在丧失风险加大、保护责任主体不清、开发利用不足等问题。为加强农业种质资源保护与利用工作，经国务院同意，现提出如下意见。
