人力资源社会保障部关于调整年金基金投资范围的通知

The human resources and social security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps; the human resources and social security bureaus of all cities under separate state planning; and all enterprise annuity fund management institutions and enterprise annuity councils:
各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅（局），各计划单列市人力资源社会保障局，各企业年金基金管理机构、企业年金理事会：

For the purposes of promoting the sound development of the annuity market and achieving the preservation and appreciation of the value of annuity fund assets, in accordance with the Measures for the Administration of Enterprise Annuity Funds (Order No. 11, MOHRSS), the Notice by the Ministry of Human Resources and Social Security and the Ministry of Finance of Issuing the Interim Measures for the Administration of Occupational Annuity Funds (No. 92 [2016], MOHRSS), and other laws and regulations, you are hereby notified, in consultation of the Ministry of Finance, the China Banking and Insurance Regulatory Commission, and the China Securities Regulatory Commission, of the following matters concerning the adjustment of the investment scope of annuity funds:
为促进年金市场健康发展，实现年金基金资产保值增值，根据《企业年金基金管理办法》（人力资源社会保障部令第11号）、《人力资源社会保障部财政部关于印发职业年金基金管理暂行办法的通知》（人社部发〔2016〕92号）等法律法规规定，经商财政部、银保监会、证监会，现就调整年金基金投资范围的有关事项通知如下：

I. For the purposes of this Notice, "annuity fund" means a supplementary pension insurance fund formed by the funds raised by a legally established annuity plan and the return on its investment and operations, including an enterprise annuity fund or occupational annuity fund. The investment management of an annuity fund shall comply with the principles of prudence and risk diversification, take into account the safety, profitability, and liquidity of annuity fund assets, and be professional.
　　一、本通知所称年金基金，是指根据依法建立的年金计划筹集的资金及其投资运营收益形成的补充养老保险基金，包括企业年金基金和职业年金基金。年金基金投资管理应当遵循谨慎、分散风险的原则，充分考虑年金基金财产的安全性、收益性和流动性，实行专业化管理。
