Defendant: Zhou Hui, male, born in February 1982, former legal representative of Zhongbao Investment Co., Ltd. in Quzhou City, Zhejiang Province (hereinafter referred to as “Zhongbao Investment Company”)
被告人周辉，男，1982年2月出生，原系浙江省衢州市中宝投资有限公司（以下简称中宝投资公司）法定代表人。

In February 2011, defendant Zhou Hui registered and formed Zhongbao Investment Company and acted as its legal representative. It operated an e-platform “Zhongbao Investment.” After a borrower (a party issuing invitation for bid) registered on the e-platform and paid the membership fee, he, she or it may issue various bidding information to attract investments of investors. After an investor registered on the e-platform and became a member, he, she or it may participate in the bidding and remit the investment funds to eight personal accounts of Zhou Hui posted on the website or his account of a third-party payment platform by means of bank remittance, AliPay, and TenPay. The borrower may directly obtain the raised funds from Zhou Hui. After the project was complete, the borrower repaid the funds and Zhou Hui gave the bidder the earnings.
2011年2月，被告人周辉注册成立中宝投资公司，担任法定代表人。公司上线运营“中宝投资”网络平台，借款人（发标人）在网络平台注册、缴纳会费后，可发布各种招标信息，吸引投资人投资。投资人在网络平台注册成为会员后可参与投标，通过银行汇款、支付宝、财付通等方式将投资款汇至周辉公布在网站上的8个其个人账户或第三方支付平台账户。借款人可直接从周辉处取得所融资金。项目完成后，借款人返还资金，周辉将收益给予投标人。
