The crimes of making and intentionally spreading a false terrorist threat are optional charges. Where a person makes a false terrorist threat to a specific recipient, which has seriously disturbed the social order, the person commits the crime of making a false terrorist threat. Where a person makes a false terrorist threat to unspecific recipients, which has seriously disturbed the social order, the person commits the crimes of making and intentionally spreading a false terrorist threat.
编造、故意传播虚假恐怖信息罪是选择性罪名。编造恐怖信息以后向特定对象散布，严重扰乱社会秩序的，构成编造虚假恐怖信息罪。编造恐怖信息以后向不特定对象散布，严重扰乱社会秩序的，构成编造、故意传播虚假恐怖信息罪。

The joinder of penalties for plural crimes does not apply to a person's multiple acts of making and intentionally spreading a false terrorist threat. However, such multiple acts should be taken into consideration as factors in sentencing.
对于实施数个编造、故意传播虚假恐怖信息行为的，不实行数罪并罚，但应当将其作为量刑情节予以考虑。
