- Where a person makes a false terrorist threat, which causes the relevant department to order evacuation of personnel and a panic among the public or which caused the failure of the relevant business to conduct normal operations and a major economic loss, the act should be determined to have “serious consequences.”
- 对于编造虚假恐怖信息造成有关部门实施人员疏散，引起公众极度恐慌的，或者致使相关单位无法正常营业，造成重大经济损失的，应当认定为“造成严重后果”。

On September 29, 2004, he opened a bank account of Peony Money Link Card using a false identity card under the assumed name of “Zhang Rui” at the Sports Lottery Square Office, Red Star Road Sub-branch, Xinyang Branch, ICBC in Henan Province.
- 被告人袁才彦因经济拮据，意图通过编造爆炸威胁的虚假恐怖信息勒索钱财。2004年9月29日，被告人袁才彦冒用名为“张锐”的假身份证，在河南省工商银行信阳分行红星路支行体彩广场分理处申请办理了牡丹灵通卡账户。
