Key Points of Judgment
1. If an actor conducts sea use activities of building dikes to enclose a sea area on the seaward side of the coastline by leveling grounds, building cofferdams to protect dikes, and other means, filling the sea area to create land and form an effective coastline, and changing the natural attributes of the sea area, without acquiring a right to use the sea area in accordance with the law, the actor may be determined to commit illegal reclamation.
