National Intelligence Law of the People's Republic of China
(Promulgated by Order No. 69 of the President of the People's Republic of China on June 27, 2017, and amended according to the Decision of the Standing Committee of the National People's Congress to Amend Six Laws Including the Frontier Health and Quarantine Law of the People's Republic of China, by Order No. 6 of the President of the People's Republic of China on April 27, 2018)
Article 2 National intelligence work shall stick to the overall national security view, provide intelligence reference for major national decisions and intelligence support for preventing and resolving any risk endangering national security, safeguard national political power, sovereignty, unity and territorial integrity, welfare of the people, sustainable economic and social development, and other major interests of the state.
Article 3 The state shall establish and improve a centralized, unified, scientific and efficient national intelligence system with division of labor and cooperation.
The central leading body for national security shall uniformly lead national intelligence work, make policies for national intelligence work, plan the overall development of national intelligence work, establish and improve a national intelligence work coordination mechanism, coordinate in an overall manner the national intelligence work in all fields, and research and decide major matters in national intelligence work.
The Central Military Commission shall uniformly lead and organize military intelligence work.
Article 4 National intelligence work shall be consistent with the principle of combining open work with secret work, specialized work with mass line, and assumption of responsibility according to the division of functions with cooperation.
Article 5 National security departments and public security intelligence agencies and military intelligence agencies (hereinafter collectively referred to as national intelligence departments) shall, according to division of functions, cooperate with each other and effectively conduct intelligence work and intelligence operations.
Each relevant state department shall, according to its functions and duties and division of labor, closely cooperate with national intelligence departments.
Article 6 A national intelligence department and its employees shall be loyal to the state and the people, observe the Constitution and the law, devote themselves to their duties, be highly disciplined, remain honest and upright, make selfless contributions, and firmly safeguard national security and interests.
Article 7 An organization or citizen shall support, assist in and cooperate in national intelligence work in accordance with the law and keep confidential the national intelligence work that it or he knows.
The state shall protect the individual or organization that has supported, assisted in or cooperated in national intelligence work.
Article 8 National intelligence work shall be conducted in accordance with the law, respect and safeguard human rights, and protect the lawful rights and interests of individuals and organizations.
